Let's develop a user page header template...

When a wiki page with the above line is saved, a red-line link appears.  The curly braces cause a trans-clusion of the template into the wiki page, but when empty appears in red.

For some convenience, add this template inside the above template, to create a link that puts the menu in edit.  I.e., click on the link in the menu to edit the menu.

Add page links inside the menu template as needed, decorate to taste with CSS.
