Development of the QAT began initially with a collaborative of agreements to compete for DARPA funding on BAA 2000.
Development of the Formal QAT
- Developed in the late 1990's by Paul S. Prueitt, Ph.D
- Introduced to DARPA on BAA 2000
- The BAA 2000 for the interests of the TIA, and development of a domestic spy agency.
